Memorandum about the co-operation of public organizations on questions
                    of the regulatory policy in the field of economic activity,
                                     perfection of the solvable system.

   We, the undersign leaders of public organizations:

- Agency of cross border collaboration The European region "Lower Danube" (manager Babayan I.V.)
- Association of innovative projects support (head Gerashenko A.L.)

- Association "Auto Union" (head ruler Tanov I.E.)
- Benevolent Fund "Revival of Bessarabia" (head ruler Yaryga A.V.)
- Youth public organization "Good Will" (head Kichuk Y.V.)
- Izmail city union of businessmen and leaders of small enterprises "Our city" (head Nikolaev V.M)
- Izmail city union of businessmen of small and middle business "Lower Danube" (head ruler Bogach E.I.)
- Izmail Fund for Support to Entrepreneurship (head ruler Stoikova V.F.)
the following principles of rights equality, of democraticness, tolerance, openness and transparency, united with the purpose of consolidation of efforts and resources of public organizations and activation of their participating in making a decision at local level on questions of the regulatory policy in the field of economic activity, adjusting of equal partner relations between public organizations and organs of local authorities, improving of intersectional co-operation, improving of quality of informative exchange between separate public organizations.
   Our basic tasks are:
- Support and development of the enterprise, strengthening of public organizations role in the process of making a decision on questions of the regulatory policy in the field of economic activity.
- Increasing of efficiency of co-operation of the organs of local authority, MASS-MEDIA and public organizations on questions of the regulatory policy in the field of economic activity.
- Development of the 3rd sector.
We are planning to do the following:
- to give consultative, informative and expert services;
- to held the open discussion of questions, related to the regulatory activity by organizing of the public listening, collections, conferences etc.;
- to give some suggestions to the regulatory organs about the necessity of preparation regulatory acts projects, and also about the necessity of their revision;
- in cases, foreseen by a legislation, to take part in development of the regulatory acts projects;
- to give a remark and suggestions in relation to the promulgated of the regulatory acts projects,
- independently prepare the analysis of the regulatory influencing of  regulatory acts projects, developed the regulatory organs,
- to watch effectiveness of the regulatory acts,
- to give on results this activity of remark and offering to the regulatory organs or organs which make a decision about the necessity of revision of regulatory acts;
- to develop and carry out joint projects for the decision of the day enterprise issues.
   For achievement of the put aims we should observe positions of memorandum, execute the undertaken obligations within the framework of joint activity, to give feasible informative, consultative, intellectual, resource support on gratuitous basis; to assist illumination sew on an
activity in MASS-MEDIA.
  
   By a basic form our joint work are the working meetings, conducted in a club format. For realization of project activity can be use any forms of work, not contradict to the legislation of Ukraine.
   All decisions about joint activity are accepted by means of discussion a question by simple majority of voices present (one organization is one voice), in accordance with the notice of meeting, at presence no less than 3 organizations.
   Decisions on strategically important questions, and also making alteration in Memorandum accepted by a consensus. Organizations which do not agree with the accepted decision can not participate in his realization.
   Organizations, that agree with the accepted decision determine the circle of tasks which must be executed for introduction of decision, and distribute them between itself.
  
   To financing of joint activity on realization of putting aims can be use any sources in accordance with the legislation of Ukraine, and also: foreign donors; local donors; private sources of participants; business structure.
