Resolution of practical seminar within the framework of project of International Fund «Revival»       

                   «Bringing in of public organizations in the process of democratization»

   Considering the questions of the normative adjusting in the field of economic activity, participants of practical seminar, mark the observance of local authority of the basic requirements of Laws of Ukraine of «about organs bases on public regulatory policy in the field of economic activity» ¹1160 –IV of 11.09.03, «About the solvable organs in the field of economic activity» ¹ 2806- IV of 06.09.05.

   At the same time realize the necessity of further democratization of preparation process and watching of regulatory acts effectiveness, wider engaging in this activity of businessmen associations and management subjects, absolute implementation of local authority of all of the Ukrainian Law provisions organs "About the solvable organs in the field of economic activity" ¹ 2806- IV of 06.09.05.
   Basic problems of the normative adjusting organization of entrepreneurial activity in Izmail, the practical seminar participants see in:
- formal attitude of regulatory acts developers toward the questions of the repeated and  periodic watching of their effectiveness;
- absence of businessmen involving and their associations in the processes of preparation and watching of regulatory acts;
-  the necessity of the greater informing of businessmen and leaders of associations of businessmen on questions of preparation and discussion of regulatory acts.
   With the purpose of activation and democratization of processes making a decision the organs of local authority on questions of enterprise and reformation of the system of grant obligatory permissions and concordances, the participants of practical seminar consider it necessary:
- absolute implementation of Ukrainian Law "About the allowing system in the field of economic activity" ¹ 2806- IV from 06.09.05 and decision of Izmail Local Union ¹249-V from 03.11.2006 on questions of activity of solvable organs, administrator, forming of single informative policy on question of allowing system (information about the single landed cadastre, plan of city building, list of structures, apartments which are passed or can be passed in a lease).
-the development of Statute about the consideration order, acceptance and watching of local regulatory acts in the field of enterprise;
- the development and claim of annual plans of watching regulatory acts;
- bringing in of social researches centers, scientific organizations and public organizations for preparation of analysis of the regulatory influence of regulatory project acts and watching of their effectiveness;
-increase of informing level and activity of businessmen and their associations in the questions
of regulatory policy by organization trainings, public listening, round table, and conferences;
- the discussion of questions of the normative adjusting in mass medias, editions of the specialized editions on questions of enterprise or business pages;
- forming bases of operating regulatory acts and providing access to them;
- creation of terms for development of the "third sector" and activation of businessmen existent activity associations by development of social partnership of state and private sectors; more wide use of the social ordering system for providing of social needs of society.
- realization of the measures  financial providing, related to the observance of public regulatory policy, due to regulatory organs.
