Izmail, the 28th of November – the 1st of December 2006 Participants of the seminar marked with satisfaction, that business and constructive discussion of the most relevant problems of Euroregion “Lower Danube” development took part during this seminar. Euroregions, as form of interboundary collaboration, render assistance in strengthening of good neighborly relations between countries, and they are an original instrument for integration into European structures. This is especially important for Ukraine and Moldova in light of EU boundaries advance and Rumania’s EU joining. Euroregions are the means of possible territorial problems regulation, they take away tension in matter of possible territorial claims, allow to solve problems concerned with position of national minorities. Participants of the practical seminar realize, that basic problems, the members of the Euroregion “Lower Danube” Council meet, are discrepancy of legislations of countries-members, strong influence of election processes in the three countries, divergence in power size between central and local institutions of governing when they take up decisions; divergence in the stage of development of interboundary collaboration infrastructure; absence of a development strategy; lack of equal regional authorities concernment in development of local initiatives; absence of activity valuation criteria.The participants worry about lowering of activity in Euroregion. After they examined prospects of development of Ukraine-Moldova-Rumania friendly interrelations, the participants of the seminar noted presence of presuppositions for business cooperation in field of ecology, environmental protection and extraordinary situations, development of transport and communications, demography, international relations, struggle against criminality. For this reason we should attend constant attention to many-sided and double-sided collaboration within Euroregion “Lower Danube”. Existing socio-cultural, political and cultural-ethnic peculiarities of Euroregion “Lower Danube” countries determine commonness and necessity of joint development and realization of concrete projects in following directions: 1. Working - out strategies . 1.1. Working - out strategies of the town if Izmail and regions of Reni and Bolgrad (Ukraine), regions of Kagul and Kantemir (Moldova) with following working - out strategy of Euroregion. 2. Development of transport and communications: 2.1. Construction of ferry complexes Izmail-Tulca and Isakcha-Orlovka. 2.2. Organisation of a bus service Reni (Ukraine) – Galatz (Rumania) with following extension of route Odessa – Izmail – Reni (Ukraine) – Galatz – Konstanza (Rumania). 2.3. Organisation of river transport service of route Reni – Galatz. 2.4. Use of airports of towns Izmail, Kagul, Galatz for planting of airplanes of sanitary aviation. 3. Development of Infrastructure. 3.1. Creation on the basis of existing infrastructure in “Lower Danube” Euroregion, namely: Agency of trance-boundary cooperation (Reni), Fund for Entrepreneurship Support (Izmail), Fund for Small and Medium Entrepreneurship Development Support (Galatz), Agency of interboundary Cooperation and European Integration (Kagul), informational centers of interboundary cooperation that look-out for business-partners, carry out marketing investigations, compose data bank of enterprises-participants of VED, goods and services, government regulations of VED in all the Euroregion countries, customs-tariffs and so on. 3.2. Working-out and application of clusters (net industrial groups) in the framework of informational-analytical, educational services. 4. Economy . 4.1. Organization of economic missions, fair exhibitions, exchanges. 4.2. Construction in Galatz wholesale market “Bessarabia”. 4.3. Creation of goods-exchange union “Bessarabia”. 4.4. Development of tourism with creation of “ through routes ”. Organization of exchanges in the sphere of tourism. 5. Ecology . 5.1. Monitoring of sources of man-caused emissions. 5.2. Prevention of extraordinary situations on “Lower Danube” Euroregion. 5.3. Creation of projects for collection and utilization of solid domestic waste, its sorting and utilization. 5.4. Application of power efficient technologies on the basis of energy sources of the sun and bio-gas plants. 5.5. Preserving of biological variety in existing reserves. 6. Culture and sport . 6.1. Organization of ethnic forums, exchanges in sphere of culture. 6.2. Development of exchanges in sphere of sport and youth programs. For the purpose of consolidation of power and attraction of donor resources use widely opportunities of programs of interboundary cooperation.
